Thanks Heather, I was afraid I was going crazy!!
If there were a way to have, for lack of a better term, an "in your face" way of showing admins what they need to address, that would be so helpful. It's easy to say "add another notification." The workaround we are using internally for sending reminders is setting the due date in the future so the alert is triggered, but that only works for reminders, not contact forms.
I think this is a powerful tool within the system and is likely underutilized. That's just my supposition based on my own experience though.
